In line with government’s 2025 decentralisation and institutional reform agenda, the Ministry of Local Government, Chieftaincy and Religious Affairs (MLGCRA) has inaugurated a Technical Committee to oversee the realignment of staff from the Middle Belt Development Authority (MBDA) and the Coastal Development Authority (CODA) to the Metropolitan, Municipal and District Assemblies (MMDAs).
The inauguration, which came off on Friday, 7th November 2025, at the Ministry’s Conference Room in Accra, marks a major step towards streamlining development delivery and strengthening local governance structures for improved service delivery across the country.
In an address read on behalf of the Chief Director of the Ministry, Mr. Amin Abdul-Rahaman, by the Director General Administration of the Ministry, Mr. Dela Kemevor, underscored the importance of the exercise, as a critical reform that seeks to eliminate duplication, enhance efficiency, and bring government development interventions closer to the people.
He explained that the absorption of MBDA and CODA into the Ministry was announced in the 2025 National Budget as part of a broader institutional realignment. He emphasized that this process is not just administrative but touches the livelihoods of staff and the operational continuity of our decentralized system.
Touching on the committee’s terms of reference, Mr. Abdul-Rahaman noted that the committee, has been tasked to; Conduct a comprehensive assessment of MBDA and CODA staff, Develop modalities for their integration into the MMDAs, Consolidate ongoing projects for effective management, Review legal frameworks for possible amendments or repeal, and Submit a comprehensive report with recommendations within four weeks.
He charged the Committee to uphold professionalism, transparency, and fairness, ensuring the process becomes a model for institutional integration in the public sector. He expressed confidence in the team’s competence to deliver credible results that will support the Ministry’s decentralization objectives.
The Chief Director urged the committee to ensure they work within time limits and provide a staff audit to aid in the accurate realignment of staff based on their current qualifications to ensure smoothness of the process.
