Greater Accra Passenger Transport Executive (GAPTE)


The Urban Transport Project (UTP) was initiated in 2008, with funding from the Government of Ghana, World Bank (IDA), Agence Française de Developpement (AFD) and the Global Environmental Funds (GEF) to improve public transportation in Ghana. 

 

The Pre-GAPTE Unit was set up in October 2012 under the Ministry of Local Government and Rural Development (MLGRD). The Pre-GAPTE was a precursor to the establishment of the Greater Accra Passenger Transport Executive (GAPTE) which is an inter-MMDA body established with the legal mandate to plan, regulate and coordinate urban passenger transport activities in the Greater Accra Metropolitan Area (GAMA). Also, the Unit was to facilitate the implementation and operationalization of the pilot Type B system on the Amasaman-Tudu Corridor. GAPTE was incorporated on 4th April 2014 as a Company Limited by Guarantee (CLG) and owned by the 13 participating Assemblies in the Greater Accra.

 

Primary Functions of GAPTE

The primary functions of GAPTE are as follows:

1)    Collection, analysis and modeling of transport data for planning and operating the urban transport systems in GAMA

2)    Development of operating standards for operators of passenger transport services

3)    Development of requirements for establishing passenger service standards and passenger information centers

4)    Setting up of a passenger transport research process for continuous improvement of passenger transport services and infrastructure

5)    Procurement of public transport infrastructure and services for the GAMA

6)    Advocate the integration of urban development policy and transportation for efficient structuring of urban transport services through geographic information systems and tools in GAMA

7)    Undertake studies to provide guidelines for the provision of the following:

"    Bus Terminal / Stop infrastructure

"    Buses

"    Bus Priority Measures

"    Terminal / Bus Stop management

"    Bus Services Operations

"    Ticketing and Travel Information and

"    Monitoring and Enforcement of regulations and guidelines

8)    Determining public transport arrangements for targeted vulnerable groups as part of wider GAMA development objectives.

 

Developing the Bus Network

In the long-term, GAPTE will see to the development of other major corridors in the city of Accra as well as identify complimentary routes which will be improved to feed the Quality Bus System. Some of the routes which have been earmarked for the implementation of the system include;

 

1.    Adenta to the Central Business District (CBD), Accra

2.    Kasoa to CBD, Accra

3.    Tema to CBD, through the Beach Road.
